isolated installation procedures

Is there a procedure listing for the setup of a isolated PA unit where the appliance will not initially have access to the Internet to download software/firmware updates?

I'd like to have a process to get the unit initially installed and configured using a PA software revision that is manually installed instead of being pulled down from the Internet.

You'd need to  download the new PANOS to a device configured as a TFTP or SCP server.  Once that is done you'd be able to import the files to the PAN without Internet access.  The following links provide instructions on how to import the software to the device via either service:
