For some reasons, I need to manage all logs using Panorama and the logs can not save on Pan. How can I do to config ? Or the request againsts Pan policy.

Logs are always stored locallly on the PA device and then forward to Panorama. Imagine if we don't store logs locally and the PA device loses connectivity to Panorama, the logs would not be available once conectivity to Panorama is restored. Older logs will be overwritten with new logs automatically when disk capacity is reached.

A possible workarround could be to set the disk quota for traffic logs to 0%. ( In 4.1 under Device/Setup/Management/"Logging and reporting Settings".
