I assume I would be able to use a typical Cisco rollover cable (Serial to RJ45) to connect to the console port on a PA-200 but get nothing.
Am I using the wrong type of cable?

The baby blue cisco cable should work. Has the device been initialised in CCEAL4/FIPS mode, as that will disable console access.

No, the device is not in CCEAL4/FIPS mode. The cable is verified working (works on the PA-3020 we have). I followed the steps to try to disable CCEAL4 (https://live.paloaltonetworks.com/t5/Management-Articles/How-to-Enable-or-Disable-Common-Criteria-CC... but when the device boots nothing displays on the console screen.
Is it possible that the console port on the PA-200 is bad?

yes, that's possible
I'd advise you contact support and have them verify. You may need a replacement

I am having the same issue with two new PA-5260's
Console cable to laptop works just fine, but rollover cable to console server does not work, but SAME cable works on PA-4050 AND PA-5020.
Something is different with the console port on the 5260's but what ??
