Hey all, I am configuring 2 445's in HA Mode, and after a config sync between the 2 FW's, the primary started showing as Local Non-functional (Link Down).

Hello @R.Jones047826

if all the links in link monitoring are UP, then next thing I would suspect is this bug (If you are running PAN-OS 10.1.X):

PAN-238705
(
PA-400 Series firewalls only
) Fixed an issue where HA link-monitor did not work.

Kind Regards

Pavel
