Having two issues while attempting to upgrade Panorama from 10.1.13 to 11.1.5;
1) On the primary Panorama VM, try to preload all the versions for each step of the upgrade like we do on a firewall. The new version, say 10.2.0 seems to download properly. But when we try to download 11.0 it vanishes. 11.0 vanishes when we go back and try to download 10.2.0 again.
2) The secondary Panorama VM comes back with an error message for any attempted preload.
Thought I would ask here while I'm waiting on hold for Palo support to answer the phone.

has this panorama been 'in use' for a long time? check if you have sufficient disk space available to download the PAN-OS version (maybe go and delete all the old packages you downloaded in the past to free up space)
the good news is that starting from 10.1 you can skip 3 versions while upgrading, so you can download 11.1.0, and 11.1.5, install 11.1.5 and reboot. No need to jump to 10.2 and 11.0

We did check the partition usage and it did not appear to be an issue. We did get them upgraded. There was no conclusive reason found that caused the issue. I was really hesitant to jump versions since in the past we have had to do one major version at a time on the firewall upgrades. I would recommend that anyone one else reading this go straight to 11.1.
