We have 5250s we're trying to integrate to PANorama. Both are not in the same geographical location, but are able to communicate with each other. PANorama can ping the 5250. 5250 can ping PANorama, and SSH to PANorama possible from 5250. Connection between the two has all ports and protocols allowed. TAC discovered TLS alert 21, and we aren't sure what is keeping the devices from maintaining stable comms. Every time 5250 has a commit, it informs connection to PANorama successful. Has anyone else experienced this calamity?

Thank you for the post @WilderG
the Alert 21 is most likely close notify. Since you already opened a TAC case you are probably in better hands than anything what I can advice, however as a next thing I would check fragmentation issue between Firewall and Panorama: https://knowledgebase.paloaltonetworks.com/KCSArticleDetail?id=kA10g000000PNC8CAO
