Do you have an IoT license?

the grpc connection is used to interface with your cloud tenant for IoT and collect the rule recommendations. If you don't have an IoT license, there's no tenant to interface with

if you do have a license, make sure your device certificate is up to date and outbound connections from the management interface aren't being blocked
