We enabled Safe Search Enforcement in our URL filter:
but found that all Google / Bing / YouTube searches are all blocked. Users are told to enable Safe Search or strict filtering.
Is this the expected behavior?

So, This is expected behavior. This will redirect the end user to set filtering.

I will be submitting a feature request for this to change. We switched from Lightspeed Systems internet filter. They would actually set the search to strict in Google.
This is not useful at all in a school setting where different students log on to different computers each day.

If the Safety option is not enabled, then the firewall will provide the users with a block page (as shown in the example below). The page will display the reason for the block, with steps on how to enable Safety so the search can be enabled.

We are seeing the blocked page if the safety is enforced. We had to uncheck it to stop the blocked page from showing up.

You will get the block page for the first time, just to ensure, end-users can take the proper action to continue.
The original rationale behind this design to enforce safe search is to block the non-strict safe search request, show up a block page and redirect user to the search setting page to set the strict safe search. Because this feature is a part of URL filtering, on the URL filtering profile page.
There will be a block page for this feature. When non-safe search is identified, it will display a block page to user, telling them that their search is not safe and they should go to the corresponding setting page to enable safe search.

Do you know if a block-url or any other block Action log entry is created in the URL Filtering Log? I can't find the log entry.

Hi Jeff,
There should be a corresponding "block" action logged whenever the SafeSearch block page is displayed. If you are not seeing this, please open a Support case so that we can investigate and address.

The blocked device is an iPhone, which shouldn't matter with regards to a block log entry. I will open a case.
