If the issue is also with the CLI/SSH then try restarting the managment server :

If it is only the web then restart the web services:

I sugest checking the CPU as you may have reports runing or other stuff that will cause cpu or memory to have issues:

Thanks for reply .In show system resources i am observing java for long duration .

I think by restarting the backend web services will restart the java but you could check if there is seperate process for java or tomcat with ''show system software status'' and restart with ''debug software restart process xxx'' .
Also if it is older version of the PANOS upgrade to a latest release.
