Hi,
It may be a false positive. Open a case with PAN Support or your Reseller and provide the pcap along with the output from the >show system info command. In the meantime, to download the file, list the threat id as an exception. Once our Threat Team analyzes the issue, a fix will be deployed in an upcoming AV-Version.
