After we provison new ISP link and connect directly to firewall is there way we can do throughput testing from Interface to check we are getting correct speed quoted by ISP , IF I connect ISP link directly to laptop assign IP and do speedtest it works fine.So next point is firewall , so was thinking if there is way we can do this.

I personally cannot think of a way to perform that directly from teh firewall. What you can do is first do your direct laptop test a few times and record the speeds. Then place the laptop behind the firewall and perform teh same tests. Then you can compare the two speeds and see the loss through the firewall. While it wont be 100% conclusive, it will give you a ball park.

You would run the same tests, just after moving your laptop behind the firewall. As a side not, because I'm not sure if I 100% understand your question, if you are getting the quoted speed infront of the firewall it doesn't really matter what you get behind the firewall for the ISP; as long as they get the bandwidth to their termination point they don't care if you get that bandwidth after any device you put behind it.
IF you are having problems with the throughput on the firewall look at what your model actually supports, if this is coming from a PA-200 or PA-500 it would be fairly easy to bump your ISP speeds over what those models actually support.
