Can I setup a packet-capture for sites that are either on my block list or set to be 'Continue'? We dont want packet-captures of all blocked traffic, but a specific continue page would be nice to have. Any suggestions?

Just to clarify, are you asking whether or not pcap is available on URL filtering? We offer pcaps on Threats to assist with signature identifcation and also assist with general troubleshooting purposes, but pcaps on URL logs would not serve that same purpose and therefore is not available.
