Is there any way to get a report that how many min/hour spent in a every url(such as www.hotmail.com) for each user.

Good morning,
a feature request has been filed for this but at this time we have no canned reports that will provide you with this information. You can however get all this data manually. If you use a syslog server and export all your logs you could use a third party tool to generate detailed reports that would provide as much detail as you would want.

I had been trying to get that information (Time a user has spent surfing in a URL) with no succeed. I am looking for extra information in the forum. Any news about that topic?

You can use the new feature "browse time" in user activity report.
