We have User-ID agent installed on windows VM server. We want to increas the RAM on this VM to improve the performance. If I shutdown this VM, what will be the impact on user authentication during VM remain shut down? Please refer me to some KB so that I can do this activity.

The PA maintains an internal database of user-IP mappings from multiple sources (Windows User-ID agent, PAN-OS User-ID agent, and GlobalProtect agent). Each mapping has a timeout lifetime, after which it will expire if not updated again. The timeout length is settable from the User-ID settings.
When the VM server goes down, the PA will stop getting updates, but will continue to use the existing cached mappings until the timeout expires. You can look at the current mapping and lifetimes from the CLI:
show user ip-user-mapping all
