I am having a hard time understanding what captive portal is and what the function is of this feature?

It's essentially like a network sign-on process. Most people utilize it if they need to map an IP address to a username and don't have any other way to do so. It also is pretty handy in BYOD deployments where you wouldn't really have machines joined to a domain, but you still want them to be mapped to that users account.

So its an interactive website? I had an issue today where a contractor came in and plugged in his own personal laptop and couldnt get out to the web due to not having the domain cert. So how can I use this to control this type of situation?

That really depends on how the rest of your configuration is setup. Is your network authd at the switch or do you only allow known-users on all of your firewall security policies?
