By default there is no proxy-DNS, the admin is first required to 'add' a proxy-dns profile which implies he is interested in enabling it, so the default is enabled upon creating the profile. once the new config is committed, the proxy-dns service will start working

 

if you do not wish to use dns-proxy, simply delete any profiles you have already created
