so, for new users when they log into windows (new profile), the vpn connection has to be kicked off manually

but subsequent vpns auto connect, as we want always on VPN

how do we make sure the vpn connection kicks off for those users logging onto windows for the first time?

Have you looked into pre-logon ? You can let an endpoint initiate a pre-logon tunnel without first having a user login to that endpoint. 

From Remote Access VPN with Pre-Logon techdoc:

" If users never log in to an endpoint (for example, a headless endpoint) or a pre-logon connection is required on a system that a user has not previously logged in to, you can let the endpoint initiate a pre-logon tunnel without first connecting to the portal to download the pre-logon configuration. To do this, you must override the default behavior by creating entries in the Windows Registry or macOS plist. "

just for the logon to initiate itself after logon, not manual
