In PAN-OS, if a specific issue (e.g., PAN-XXXXX) is addressed in a certain maintenance release, will the fix automatically be included in all later maintenance and hotfix releases of the same major/minor version, even if it is not explicitly mentioned in the release notes?
For example, if an issue is fixed in PAN-OS 10.2.4 and I upgrade directly from 10.2.1 to 10.2.9-hx without installing 10.2.4, can I assume that the fix from 10.2.4 is included in 10.2.9-hx, even if it is not listed in the addressed issues for 10.2.9 or 10.2.9-hx?

Yes issues fixed in 10.2.4 are in general carried over to future releases like 10.2.9.
If issue is fixed in 10.2.4-hx that is released after 10.2.9 was initially released then you need to check for 10.2.9-hx hotfix to have this patch included.
