Yes you can, though I haven't personally done it. See the PaloAlto documentation on performing offline upgrades:

To tag onto this it works just fine but you don't have to do it via the CLI. Just go to Device > Software and choose Upload on the bottom. Upload the images you downloaded from the Customer Support Portal. If it doesn't display right away tell it to refresh and then you then click the Install icon next to the package you uploaded.
You can perform the same upgrades for Dynamic Updates this way as well.
