URL download blocked and unable to remove block for user to access the download.

How do I get a URL download unblocked that is not on the block policy in Panorama, found to be low risk in test a site, and found to be benign when analyzed by wildfire.

based on screen shot you provided the file download is blocked based on anti-spyware profile setting and not by URL filtering policy. Could you check Threat logs to see details?

If this is a legitimate file, I would recommend to open a TAC ticket to check it How to Document Bugs, False Positives, and Application Requests
