What is the difference in the prisma access location and compute region?

We have the choice of a prisma access location (such Kenya, Israel, etc.) and associated compute area when onboarding a remote network. I am aware that a compute region with a limited number of locations is given bandwidth. Nevertheless, I don't understand why Palo Alto keeps adding new "locations" to those compute areas; I don't know what the company is doing behind the scenes when they "add" new locations to the existing list. Today, they revealed a couple more countries for Prisma 4.0, including Uganda. I am aware that the actual SPN (compute location) is close by and shared by many sites, so instead of adding each one in a separate release, why not provide a list of all locations?
