Radio Reset temporarily turns the cellular radio off and back on, similar to enabling and then disabling Airplane Mode on a phone. This causes a brief cellular network disconnect and then reconnects. It does not impact the other ports.
Modem Restart restarts the cellular modem itself. This is a deeper reset and may take a few minutes for the cellular connection to come back online. Other ports are not affected.
