CLI-based repositories support in Dashboard, Projects, and Resource Explorer

CLI-based customers can now see and filter the content of CLI repositories in -

1. Dashboard content (excluding Pull Request over time (irrelevant for such repositories) and Top CVSS Score Code Vulnerabilities) - Users can have insight summary of latest runs across all their CLI repositories
2. Projects - Overview, IaC Misconfigurations, Vulnerabilities, Secrets, Licenses, Build Integrity views (in addition to CI/CD runs which were supported today) - Users can now review the latest runs across all their CLI repositories
3. Enriched Details tab in Resource Explorer (same as VCS scans) (for runs since June 7th) - Users can see more context of a resource that was scanned and its dependencies
