Same issue here. Seems to be related to PANOS 8 and up. We have another firewall running 7.1.6 and it has no issues. I just opened a ticket with support. I will update if they fix this issue with me.

I have similar issues in cluster deployments.
Please check if something error-like is logged in the ms.log file and post the output (during the "look for updates time" (on both cluster nodes)

We have changed the time for schedule download/installation and now its working.
