Hi,
What we are trying to do is block domain.com but allow domain.com/api/something1
I tried this in the lab and I'm thinking nope it can't do it, even with SSL decryption it doesn't work!

This works.
Create a custom URL category, type URL list, add "www.redhat.com/en/solutions/public-sector"
Create a rule with application ssl and add your custom url category to "url category", set action deny.
You will now reach www.redhat.com, but not www.redhat.com/en/solutions/public-sector

Does this work without SSL Decryption?
