What is your goal?
Palo is not NTP server. Use external one or your Windows domain controller for that.
You can send syslog to it for user authentication for example but not to archive those.
If you want Palo to give NTP and Syslog information to clients with DHCP then Palo supports DHCP options from starting from v7.
