Is there a cli command to capture packets to/from the management interface?

There is not a way to capture management interface traffic in the 3.1.X and older software releases.
You can use the service route feature to route some of the management traffic to an interface on the dataplane where you will be able to perform packet captures on that traffic.

As stated earlier there is no way to capture data directly from the management port, if you require this function you could burn an Ethernet port and force all traffic bound for the management port through the firewall and then do a PCAP with a filter set for the management port.
