CLI access to PA

What could cause a superuser to not be able to ssh to the CLI of the PA?

do you see a difference if you pull a configuration compare before/after the delete and re-add ?

I didn't do the delete re-add, I suggested it to them, them did it and I saw it in the PA configuration that is the only reason I know. I wonder it some how the change from a non superuser did not change all the setting correctly
