We had a bunch of users loose connectivity from VPN at the same time. But our BGP connections and all network connections were fine. What steps can be taken after-the-fact to verifify if the PAN 5060 in fact caused the issue?

Network > GlobalProtect > Gateways > Remote Users will reveal public IP of different users.
Monitor > Traffic will show if any attempts to tcp 443 or udp 4501 from those IPs. Also check Monitor > Session for active sessions.
Monitor > System will show connection attempts and login success/failures.
