HELLO,
I ve seen that is not possible to edit panorama rules on managed device. So if you want modify a panorama rules you must use PANORAMA.
SO My question is : it is possible to delete panorama rules from device ? cli? specific configuration? or use PANORAMA IS MANDATORY TO DELETE PANORAMA RULES?

You should be able to delete it from the device by disabling shared configuration under Device> Setup> Management > Panorama Settings

For your ease, From the GUI of the firewall , go to Device> Setup> Management > Panorama Settings.
Click Disabled shared confg as highlighted below.
