Asking this again on general topic in a hope I could get a definitely answer...
Can we completely disable email as an option completely for PAN SSO?

The only way that I'm aware to disable this is through the use of a custom IdP. Email was previously disabled on new accounts, however PAN seemingly walked that back since there was a high support cost only offering Okta Verify and Google Authenticator.
