I'm going to guess that one of the stored registry keys that actually drives this option just didn't quite carry over post upgrade correctly. The agent should re-pull these options within 24 hours if you can wait, otherwise an uninstall and re-install of the agent should clear things up.
* edit: This option works on 5.1.4 without issue, you shouldn't have to downgrade to 5.0.*
@BPry I think issue is with only allow with comment option, it works with allow with ticket.
Also i just reinstalled GP and it still does not display it. I will try system reboot later as ticket option started working only after reboot. Refresh connection did not seem to help there.
