Do I require SSL decryption to enforce URL filtering

I hope not but just clearing my doubt on this as I know app I'd do require decryption for application identification.

No its doesn't require SSL decryption.

You can block the whole social media websites without an SSL decryption rule. Just us the URL categories or block list.

However some sites like Google Tanslate will allow you to bypass URL filtering w/o SSL Interception:
