This issue seems to be addressed in PAN-OS: 10.1.13-h1 and 11.1.2-h4 by PAN-246960.

PAN-246960
Fixed an issue where firewalls failed to fetch content updates from the Wildfire Private Cloud due to an
Unsupported protocol
 error.

Kind Regards

Pavel
