We have some dynamic updates that were downloaded but not yet installed. Can these updates be installed/pushed out during normal office operations or will there be some downtime?

Hi Robert,
They are just fine to install during business hours. It should not cause any downtime.
However, it is suggested to schedule these during the off-hours of the business as installing AV and content can lead to higher CPU usage.
The only download and install that requires a reboot is the Software packages.

Is this the same for the vpn client software as well?

Sure is. VPN software certainly isn't as taxing on the CPU as some other downloads, but it does not require a reboot.
