Firewall cannot be added to panorama

Hi Serial number is got from palo alto firewall, we try to add the firewall into panorama. but I got the error message as below picture. This firewall is the first one to be added to panorama. why it has Maximum issue? Thanks

did you apply device management license to your Panorama? Without this license you will not be able to add Firewall. 25 device license is smallest license. KB for reference.

Make sure your Panorama has the device management license installed in it.

The license in your screenshot is a support license. To add Firewall you still need device management license. Below is a sample:

I would recommend to contact you reseller / partner to sort it out.
