If you have the GP license, you can try HIPS profiles. However this can be tough to manage.

This is something that you have to do from a script and the API. If you go back further in discussion forums and spend some time trying to search content, you should find a script that someone has shared a few times that identifies users who have multiple active sessions and closes everything but their longest session.
(I forget who exactly has shared this in the past, and I'm just looking at this post-maintenance so don't feel like looking for it at the moment.)

Can't create a 1000 HIP profiles using Host ID and name with 1000 security policy with concern user. That's unmanageable.
For instance if we configure this kinda setup, this is going to help only after the user got connected. How do you block the user logging in to portal and gateway ? User should get kick-out at the initial stage if they try to log in to the GP with inappropriate device. ! They should not even get logged in.

Yup that would be the one. This should give you a good starting point and the ability to customize it if needed relatively easily.

I know that this is an old post but I would like to share an update for anyone looking for a solution.
In order to achieve that I created a external & standalone program to limit concurrent GlobalProtect sessions/connections per unique user. It can be accessed here: https://github.com/enginy88/PAN-GPLimiter
