Is there a way to prevent employees' personal computers (not issued by company) from connecting to VPN? If so is there a license for this and where do you configure the settings?

Yes. You want to check out HIP (Host Information Profiles) :
To use the HIP feature, you must have purchased and installed a GlobalProtect subscription license on each gateway that will perform HIP checks.
