Unfortunately the error message doesn't point towards a very specific part of the configuration outside of it being in your vsys21. If your comfortable looking through the XML you may be able to locate the character that is out of place, but otherwise your easiest source for correcting the issue is simply loading the running-config.xml and losing whatever changes you were trying to make.
