i created a remote vpn with gateway and portal , but in both configs i set the local authentication in the authentication tab after the ldap but if the ldap authentication fails it wont fall back to the local authentication?

Assuming you have the same username on both LDAP and Local.......
you may be better off creating an authentication sequence.
LDAP server profile first , followed by Local,
then add the new sequence profile to your authentication tab on portal.
then... use authentication overide but force portal login and set timeout to 1 min.
