This could be due to a lot of factors and u don’t mention much in your post.
- Is it permission based (can they at least reach the login page)?
- And from where is the new contractor trying to access the edge FW? Some security policy could be blocking that new and unknown object (try checking that as well)
- I wouldn’t think the previous contractor altered any management interface profiles. But give that a peak as well and make sure relevant services are enabled.
Ps. I’m assuming network reachability has been tested and is not the issue in the above.
