Is PAN OS capable of relaying UDP broadcasts between two subnets/VLANs? In this specific case, it is not related to DHCP relay.

As per my knowledge, this feature is still not available with current PAN OS version. I do see a feature request for:
Description: "Skype video support with UDP-relay"
FR-ID 2365
You may contact with your PAN SE to get more detail information on this. If there are features we currently don't have but you would like to see added they can create a feature request for you.
