Not natively on the firewall without getting heavily involved in using the API and a custom script. The way the firewall actually handles the User-ID database really isn't conducive to this type of request.
What's the actual end-goal with this type of request out of curiosity? Users in most environments wouldn't be limited to using a single device at a time from a technology level, so in most cases you would want user-id functional on any device that the user would actually be using.
