Solarwinds Network Config Manager has the ability to use SNMP3 to backup PA config.
See below link.
But the article doesn't include the SNMP3 string to do the backup.
Anybody got a SNMP3 string?
Or am I not reading this correctly

When you mention 'string' are you referring to the password or the view?
