when you create vpn ipsec across different VSYS. if you want to give access to ipesec tunnel only for a specific user in a specific vsys. is it possible?

Hi,
When you configure the PANFW with a user, having access to just one vsys, he/she cannot have access to the ipsec tunnels. Only the global admins can have access to the tunnels.
He can have access only to zones and global protect, but not the interfaces
