Did you check the Global protect logs for errors? Or may be before further troubleshooting: could you try with 4.0.7 first?

Checked the logs - no error signs. Maybe will try 4.0.7.

Did you ever get to the bottom of this one?

Unfortunately that did not work for me. I have tried everything from uninstalling, reinstalling, deleting the Palo folders and changing registry settings. Its happening with multiple (but not all) machines. I also opened a ticket with support but I was just told there must be another program that is causing issues.
☹️

John_Middleton - was this ever resolved for you? I'm having this issue with a Laptop, as well.

Having this same issue with a new Windows 11 install. Has anyone seen a solution for it?

This thread is really old, also GP version 4.0 has long been EOL. My suggestion is to ensure you're running a GP client version of 6.0 unless you need specific functionality for 6.1 or 6.2:

Hi Brandon,
I am running GP version 6.2.2-259.

If you are running into this error even on the new versions of GP, most likely your GP service is hanging/stuck due to another VPN being on or a broken service connection from leaving it in sleep mode instead of powering down the day before. You can simply restart device or attempt to close and restart the PanGPS service running in task manager under GlobalProtect service or the Services tab.
