Why is this getting denied?

How can traffic be both allowed and denied?

it is denied because of ssl decryption.

Allow is there because rule is allowing the traffic

But there is nothing in the policies or URL filter lists that would be blocking this

The problem is that the firewall is not able to decrypt the connection. Actually it is a decryption error but unfortunately the log does shows it in a confusing way ...

Ah I see... I thought since I'm also seeing other decrypt errors that this one was different. I even created another post asking about how to pass traffic that has decrypt errors, rather than denying it
