Has anyone had this as well? Why does this occur, the user has internet connectivity but the GlobalProtect agent is giving this message, any troubleshooting steps? I want to believe this is an enterprise VPN but stuff like this is very poor quality.

Hello,
Is the client able to ping your portal address? Its possible they try to connect to GP before the network adapters get connected.
I would pull GP client debug logs as this should provide a greater description of what the actual issues was. Look around the time frame in the PanGPS and PanGPA logs.
