Is there any way for a company who is not a PaloAlto partner to get GlobalProtect security updates? For example, a company who provides software support for on-premises envrionments and uses the GlobalProtect client if the customer has a Palo Alto Networks firewall, but does not own any Palo Alto Networks equipment itself?

Person who manages Palo Alto firewall is supposed to keep GlobalProtect updated inside firewall.
Firewall can either transparently upgrade GlobalProtect agents when you connect to VPN or allow manual update.
Check if there is check version button under about tab in GlobalProtect.
Next best option is to log into portal with browser and download whatever is available there.
