Globalprotect Pre-Logon (Always On) connection issue when rebooting

With a Pilot Globalprotect Always on configuration we have an issue where is a user reboots, the device does no connect back with Globalprotect in a PreLogin state. If the user shuts down and restarts their machine it connects.
